This is hardly a movie; it is a low-budget TV mini-series from the 90's that later got bundled in featured film.
The iconic clown is one to yet be beaten, the uncanny looks of the clown being not too over the top but also not unnatural to be a clown like that irl, the clown is simply unsettling.
The soundtrack is underrated for its fitting of a twisted carnival soundtrack, an emotional, dramatic track, and more. The composer is really underrated.
The VFX is mostly horrendous due to the time and budget; some scenes are incredible and masterfully done with the limited resources.
This piece of art was, as said, butchered and bundled in the form of a feature film; it very much hurt the pacing and made for absurdly awkward transitions. For better enjoyment of IT (1990), it should be watched with that in mind and treated as a series where cuts meant the end of the episode, even though they clearly meant cut for commercials back when it aired.
